MLR Town Hall Forum
The Massachusetts Dental Society (MDS) held an MLR Town Forum on April 14, the same day that the Medical Loss Ratio (MLR) regulation was signed into law. MDS leaders discussed the history of MLR and implications for dentists and patients.

CDC Offers Masking Guidance
The Centers for Disease Control and Prevention (CDC) released new infection control and mask guidance, now that the COVID-19 public health emergency ended. Standard and transmission-based precautions continue, with the CDC suggesting broader mask use.

Patients First Act
On January 1, 2022, specific provisions of An Act Promoting a Resilient Health Care System That Puts Patients First went into effect. Recently, the Massachusetts legislature passed an amendment that will delay enforcement of the Patients First Act until January 1, 2025.

Meet the MDS Board of Trustees
As we start the new year, take the time to meet the 2023-2024 Massachusetts Dental Society Board of Trustees. The MDS Board of Trustees is composed of the MDS Officers, six Regional Trustees, and one At-Large Trustee.
Vaccine Update
All patient-facing dental personnel became eligible for the COVID-19 vaccine as part of Phase 1 on January 21. The MDS urges dental professionals and their and patients and families to use the Massachusetts Department of Public Health's vaccine location map to find available sites and appointment times.
MassHealth Adult Benefits
The MassHealth Dental Program restored adult dental benefits effective January 1, 2021, due to the work of advocates and the legislature in Massachusetts. MassHealth members over the age of 21 are now able to access a greater number of dental services, including root canals and crowns, in addition to other important services such as preventive and partial/complete dentures, which were previously covered.

Dental Hygienist License
The expiration date of all professional licenses, including dental hygienist licenses, set to expire during the Massachusetts state of emergency has been extended to June 30, 2021. Continuing education credits still need to be completed before renewing.
Vaccine Information
As announced on January 13, 2021, the MDS is partnering with the Massachusetts Department of Public Health to help with the COVID-19 vaccination roll-out to dental professionals. Effective January 21, all patient-facing dental personnel are eligible for the vaccine as part of Phase 1.
Vaccine Announcement
Governor Baker announced in December that the state should receive approximately 300,000 doses of the COVID-19 vaccine in December and 2 million doses by the end of March 2021, with additional doses arriving in June. We have compiled vaccine resources, such as answers to members' questions.

COVID-19 Travel Questions

Notifying Patients of PPE Fees
If your office is utilizing PPE fee code D1999 or charging a PPE fee, you must notify patients of the new charge before their appointment. It is recommended that you do this at the time of scheduling or prior to the appointment to ensure they are not surprised by the additional charge.
The MDS Responds to WHO
The MDS wants to clarify that the recent WHO interim guidance is NOT applicable to Massachusetts. Residents in cities and towns across Massachusetts, in line with recommendations from state and local officials, remain able to safely receive routine, emergency, or likely to become emergent oral health services.
Resources for Patients
Positive COVID-19 Diagnosis
If a dental patient or staff member develops COVID-19, you must notify all patients who were treated within 48 hours after the person was in the office. Additional CDC guidance provides what to do if it has been less than or more than seven days since the diagnosis.
2021-2022 Officers
The House of Delegates elected a new slate of Officers for 2021-2022, including Dr. Abe Abdulwaheed as Vice President, a general dentist in Quincy and former South Shore District Trustee, at its January 27 meeting, and passed three resolutions, including one approving a full-time dental school faculty dues discount.

The MDS stands with members of our communities, including our dentists and patients, who face injustice and racism in their day-to-day lives. Leadership is needed on this issue from all walks of life, including dentistry, if we as a society are going to achieve the change that we need.
